Casa Hrisicos building was part of crucial moments in Romania’s history, including the World War II and the Soviet occupation.

The balcony of the house was used by Barbu Ștefănescu Delavrancea and Take Ionescu for their political speeches during the war, 1941-1944, being the surveillance place of the German military. In 1944, in the apartment whose famous balcony was part of history, lived the military Russian commander of the city lived.

The place’s destination came back to restaurants after Gheroghiu Dej succeeded in convincing Nikita Hrusciov to move his army and the place was called “Pelican”.
